CITY HALL LOBBY IS CLOSED TO THE PUBLIC
In an abundance of caution and to protect the health and safety of our citizens and staff, the city is implementing safety measures related to helping minimize the potential spread of COVID-19, the Coronavirus.
The City of Tioga will be temporarily closing city facilities, including the lobby at City Hall and the Community Building. Facilities will be closed until further notice. The City will continue to monitor this situation and adjust the plans as conditions warrant.
Please put water bill and municipal court payments in the drop box on the west side of the window. Water bills and municipal court payments may also be made through the mail, over the telephone or on line.
Please call 940-437-2351 to discuss any business you may have including questions regarding utility accounts and municipal court. You may also make an appointment to meet with City staff if your business cannot be handled over the telephone or by email.
We appreciate the public’s understanding of need to make these temporary changes to minimize the potential spread of COVID-19.
COUNCIL DECLARATION OF LOCAL STATE OF DISASTER
DUE TO PUBLIC HEALTH EMERGENCY
WHEREAS, beginning in December 2019, a novel coronavirus, now designated COVID-19, has spread through the world and has now been declared a global pandemic by the World Health Organization; and
WHEREAS, symptoms of COVID-19 include fever, coughing, and shortness of breath and, in some cases, the virus has caused death; and
WEHERAS, prudence dictates that extraordinary measures must be taken to contain COVID-19 and prevent its spread throughout the City of Tioga, including the quarantine of individuals, groups of individuals and occupied structures and, additionally, including compelling individuals, groups of individuals, or occupied structures to undergo additional health measures that prevent or control the spread of the virus; and
WHEREAS, Governor Abbott and Grayson County have declared a local disaster due to public health emergency;
NOW, THEREFORE, BE IT DECLARED BY THE CITY COUNCIL OF THE CITY OF TIOGA, TEXAS:
SECTION 1. That a local state of disaster due to public health emergency is hereby declared for the City of Tioga, Texas, pursuant to section 418.108(a) of the Texas Government Code.
SECTION 2. Pursuant to section 418.108 of the Texas Government Code, the state of disaster due to public health emergency shall continue until such time as it is terminated by the City’s Council.
SECTION 3. Pursuant to section 418.108(c) of the Texas Government Code, this Declaration of a local state of disaster due to public health emergency shall be given prompt and general publicity and shall be filed promptly with the City Secretary.
SECTION 4. Pursuant to section 418.108(d) of the Texas Government Code, this Declaration of a local state of disaster activates the City of Tioga’s Emergency Management Plan.
SECTION 5. That this declaration authorizes the City to take any actions necessary to promote health and suppress the virus, including the quarantine of persons and occupied structures, examining and regulating hospitals, regulating ingress and egress from the City, regulating ingress and egress to occupied structures, and further authorizing the city to take all necessary actions to enforce this Declaration, pursuant to section 122.006 of the Texas Health and Safety Code.
SECTION 6. That this Declaration hereby recommends the postponement or cancellation of all events or gatherings where 50 or more persons are in a confined space.
SECTION 7. That this Declaration hereby authorizes the use of all lawfully available tools to enforce this Declaration, including but not limited to, the penalties set forth in section 418.173 of the Texas Government Code.
SECTION 8. That this Declaration shall take effect beginning March 24, 2020.
A RESOLUTION OF THE CITY OF TIOGA, TEXAS POSTPONING A GENERAL ELECTION TO BE HELD ON MAY 2, 2020 AND MOVING IT TO NOVEMBER 3, 2020 FOR THE PURPOSE OF ELECTING CITY COUNCIL PLACE 1, CITY COUNCIL PLACE 3 AND CITY COUNCIL PLACE 5; MAKING FINDS THERETO; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Noval Coronasvirus (COVID-19) pandemic is still a fluid situation with an unknown outcome: and
WHEREAS, there are both Federal and State Guidelines regarding prevention of this disease, the City is taking measures to try and prevent the spread of the COVID-19; and
WHEREAS, the Governor of the State of Texas, Greg Abbott has issued a proclamation suspending Section 41.0052(a) and (b) of the Texas Election Code and Section 49.103 of the Texas Water Code to the extent necessary to allow political subdivisions that would otherwise hold elections on May 2, 2020, to move their general and special elections for 2020 only to the next uniform election date, occurring on November 3, 2020, without otherwise adjusting the term of office, and suspending Sections 31.093 and 42.0621(c) of the Texas Election Code to the extent necessary to require all county election officers, if requested by an affected political subdivision, to enter into a contract to furnish election services with any political subdivision who postponed their election to November 3, 2020; and
WHEREAS, Grayson County, as most other jurisdictions, is currently under a disaster declaration that has an unknown ending date; and
WHEREAS, the pandemic has caused the availability of sanitation supplies (to ensure the safety of the voters and election workers) to become almost nonexistent.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TIOGA, TEXAS:
1. That the City Council is hereby postponing the May 2, 2020 General Election until November 3, 2020.
2. That this resolution shall be effective from and after its date of passage.
